The DAAD Helmut-Schmidt Program Public Policy and Good Governance Program Master Scholarship provides outstanding graduates from developing countries.
opportunity to obtain a master's degree in subjects particularly related to the social, political, and economic development of their country in German higher education institutions.

DAAD Helmut Scholarships are awarded for some of the master's programs of German higher education institutions listed below:
- Hochschule Bonn-Rhein-Sieg: Master analysis and design of social protection system (blended learning)
- Duisburg-Essen University: Master of Development and Governance
- Willy Brandt School of Public Policy, University of Erfurt: Master of Public Policy (MPP)
- Magdeburg University: Peace and Conflict Studies (MA)
- Hochschule Osnabrück: Management of non-profit organizations
- University of Passau: Development Studies (MA)
- University of Passau: Master of Governance and Public Policy
- University of Potsdam: Master of Public Administration (MPM)
These courses are internationally oriented and are taught in German and/or English.

The scholarship program is open to candidates from Africa and Sub-Saharan Africa; Latin America; Asia-Pacific, Western, Central, and Southeast Europe; Eastern Europe, Central Asia, and South Caucasus; and the Middle East and North Africa.

Scholarship amount/include:
Holders of DAAD Helmut-Schmidt Scholarships in the Helmut-Schmidt program are exempt from tuition. DAAD currently pays a scholarship of 861 Euros per month.
The scholarship also includes donations to German medical insurance, appropriate travel allowances, research and research subsidies, and applicable rent subsidies and/or allowances for spouses and/or children.
Before taking the course, all scholarship recipients will also receive a 6-month German course.
Qualification for DAAD Helmut-Schmidt Scholarships
The most important selection criteria are:
- Higher education degree obtained above average (top three of graduates)
- Language certificate (requirements vary by course)
- Political and/or social participation (see "Target Group" above) is considered an advantage
- Actively consider evidence of internship and/or professional experience
- A final statement on the applicant’s academic and personal motivations for studying in Germany, choosing the course of study, and determining the priority of the course of study
- State the applicant’s views when returning to his home country or region
The following groups are not eligible:
- Applicants who have obtained the latest higher education degree for more than six years before submitting the application.
- Applicants who have not lived in a country not included in the list of developing and emerging market countries (DAC) for more than 15 months before the application deadline.
In any case, all master's programs have other additional requirements, and applicants must meet these requirements.

Please only submit the application for the selected master's program and DAAD scholarship to the corresponding university (not DAAD).
You must indicate that you are applying for the DAAD Helmut-Schmidt program (Master Scholarship in Public Policy and Good Governance).
The application period for all 8 universities is from June 1 to July 31, 2021.
